According to John Tuteur, the Napa County Tax Assessor, the County’s for tax assessment year 2011 – 2012 was $272 million higher than the previous year. This years total assessment for all property values in Napa County was $27.4 billion, an pleasant unexpected 1 percent from 2010 – 2011. From a Napa Register article by James Noonan, Slight uptick in Napa County property values:
According to data from Tuteur’s office, the average annual increase for Napa County’s property values between 1967 and 2011 was 9.5 percent, with some years showing increases as high as 18 percent.
Napa County has seen only one year of overall decline – 1978, the year that Proposition 13 restructured the way that property taxes were collected in the state of California.
Last year, the county’s overall increase was fractional at .05 percent, and – with new construction stalled by a sluggish economy – Tuteur was expecting to see a net decline on this year’s roll.
“Frankly, I was surprised, Tuteur said. “I didn’t think we’d have an increase.”
Roughly $141 million – or 52 percent – of the increase was due to a .7 percent Proposition 13 inflationary increase, Tuteur said. The increase was the smallest since voters first approved Proposition 13 in 1978.
The sale of older properties, which allows for assessments to rise to a higher base value, also contributed to the increase, Tuteur said.
